Biographical note about Jean-Philippe Moinet

Jean-Philippe Moinet is a journalist, author, university lecturer, consultant and founder of “Revue Civique” (civic journal). Jean-Philippe Moinet has served as:
- a leading reporter for Le Figaro and commentator for the parliamentary TV channel.
- head of two ministerial committees and one Red Cross mission
- Secretary General of the Council on Integration
- and is the author of a number of books.

Jean-Philippe Moinet is highly involved in an advisory capacity in public debates on communication, education, and publishing. He is a journalist, author, associative actor, advisor for institutions, head of ministerial committees and university lecturer. He was born in Oran in 1961, studied at the Institut d’Etudes Politiques of Paris, holds an MA in public law and a diploma from the Fondation Communication Demain. He has extensive professional experience in a number of fields (media, publishing, institutions, ministries, universities/research….).

Press: he worked as a journalist and leading reporter for Le Figaro for some twelve years.
TV: he worked as a commentator, presenter and director of a number of programs for the parliamentary TV channel.

Publishing: he is the author of a number of books (including “La politique autrement,” Balland publishers 1994; “Leo et les siens,” a biography of Francois Leotard, Le Seuil publishers, 1995), and articles in the press and journals. He has served as editorial advisor for authors and publishers; he founded the Observatoire de l’Extremisme association (1995-; an association with a committee of some thirty lay figures, in partnership with the CERA, the European Center for Research and Action against racism and anti-Semitism); served as editor of the “Vigilance Republicaine” journal (1995-1998); founded the Cercle Civique et Europeen and the Revue Civique et Europeen (2006), a club which promotes civic education; and served as advisor for the publication of a number of books on political and social subjects.

Institutions: JPM is the author of a number of official reports and study missions;
- he serves as head of studies, advisor and editor of Revue Civique et Europeen.
- he has directed the debates, positions adopted and publications of the reports of the Cercle Civique et Europeen, dealing particularly with the rights of immigrant women, diversity in the media and the concept of a contract (to be introduced at the moment of the bestowal of a nationality), etc.
- He headed a study mission for the President of the French Red Cross.
- During this period he headed two important ministerial commissions:
- one, in 2004, relating to the fight against racism, anti-Semitism and all forms of intolerance, appointed by the Minister of Social Cohesion, Jean-Louis Borloo (when the rise in the incidence of racist and anti-Semitic acts of violence was at its height);
- another, in 2006, relating to the ceremonies associated with the bestowal of French nationality.
JPM has been involved in a number of projects relating to these issues, particularly regarding the promotion of the values of the Republic, secularism and inter-culturalism. He helped co-organize (Nov. 07 with the European Commission) and moderate a European seminar in Paris on issues of citizenship and national identity, and brought in representatives from the US, Canada and Australia.
He also headed an inter-ministerial steering committee on the production of a film entitled “Devenir Francais” (Becoming French, 6’), based on the five fundamental republican values (liberty, equality, fraternity, secularism and democracy), to be shown at citizenship bestowal ceremonies (approx. 150,000 individuals per year). In 2008, he headed an evaluation of ceremonies held by prefectures and promoted numerous exchanges on this subject.

Universities and public debates: in conjunction with universities (notably the University de l’Institut Catholique de Paris and Sciences Po), French and foreign research centers, numerous institutional and lay representatives, JPM has been closely involved in the debates taking place in France and in Europe on the question of immigration, integration, diversity, secularism, inter-culturalism, and citizenship. In 2008, he helped introduce into the academic program of the Faculty of Social and Economic Sciences (FASSE) at the Institut Catholique de Paris (ICP) a new discipline (covering law, history, republican values and human rights, public integration policies….) entitled “Interculturalism, Secularism, Religion” supported by the State and catering to Muslim leaders (imams).
JPM also heads a European study project on intercultural practices (2009), whose methodology benefits from the scientific support of Mrs. Dominique Schnapper (author, sociologist, member of the Constitutional Council).
At the ICP, JPM teaches issues relating to integration and citizenship and is in charge of a new MA program entitled “Information and Communication Professions” (introduced in 2009) at the ICP’s Faculty of Social and Economic Sciences (given by an academic team of lecturers, media and communication experts).
He heads study or advisory projects on a number of domains, notably publishing (books, journals and articles, reports, audiovisual tools), strategic analysis (policies, organization, communication), and public debates.

In the last ten years, Jean-Philippe Moinet has been asked to help, initiate and lead public debates, conferences and seminars on a range of topics, from political, social, economic and cultural issues to European and international questions, and the role of information and the media.

Journal location. Other personalities who were the Honorary Board of the Observatory of extremism was also founded by Jean-Philippe MOINET, as Elie Wiesel, Nobel Peace and Alain MINC, will also be asked to appear at committee sponsorship of the Journal and its civic club Reflection Circle Location.

In this perspective, relationships are well established intellectual with the Robert Schuman Foundation (Europe), the French American Foundation (transatlantic), the Cevipof Sciences-Po, the Economic and Social Council, the Conseil Supérieur de l'Audiovisuel, the Institut National de l'Audiovisuel, the European Center for Research and struggle against racism, including editions of the Archipelago.
The Journal Location is also advised by the founding members of the Circle Civic Club of reflection and proposals (President, Jean-Philippe Moinet).

Roee Suffrin
